A relative of Martellus von Blitzengaard's, who following the latter's disappearance due to the Timeskip, evidently considers himself a claimant to the revived title of the Storm King. He and all four of his Smoke Knights bodyguards (among them The Blonde Question) are Tweedled to death in The Refuge of Storms immediately after Tweedle unexpectedly re-appears at the fortress via the Monolith gate from Mechanicsburg.

According to Professoressa Foglio during the 30 May, 2013, Reddit Ask-Me-Anything session, Leopold was indeed one of the candidates deliberately created by the Mongfish family to fill the role of the new Storm King.[1]
